  • 1 teaspoon garlic powder
  • Salt and pepper to taste
  • 1 pound ground beef
  • 1 small onion, finely chopped
  • 2 cloves garlic, minced
  • 1 teaspoon paprika
  • 1 teaspoon cumin
  • 1 cup shredded mozzarella or cheddar cheese
  • Vegetable oil for frying
  • Chopped fresh parsley for garnish

Instructions

  1. Grate the potatoes and squeeze out excess liquid using a kitchen towel.
  2. Combine grated potatoes, eggs, flour, garlic powder, salt, and pepper in a bowl.
  3. Heat a skillet, add ground beef, and cook until browned.
  4. Add chopped onion and minced garlic, sauté until fragrant.
  5. Season beef with paprika, cumin, salt, and pepper; remove from heat to cool.
  6. Flatten a handful of potato mixture into a pancake, add beef filling, and top with cheese.
  7. Encase the filling with another layer of potato mixture, sealing the edges.
  8. Heat oil and fry pancakes for about 3-4 minutes on each side until golden brown.
  9. Garnish with parsley and serve hot.
