  3. Gradually add the all-purpose flour, salt, and white vinegar. Stir until a dough forms.
  4. Wrap the dough in plastic wrap and refrigerate for at least 1 hour.
  5. Preheat your oven to 350°F (175°C). Roll out the chilled dough to about 1/4 inch thick and cut into festive shapes.
  6. Place the cut-out cookies on a parchment-lined baking sheet and bake for 8-10 minutes.
  7. Allow the cookies to cool completely on a wire rack before decorating.
  8. For the icing, combine icing sugar, meringue powder, and water in a clean bowl, beating until smooth and glossy.
